They can't park it on the street. Here's the code.

Q.
A person shall not stop, stand, or park a house car, bus, camp trailer, mobile home, motor truck having a manufacturer's rated capacity in excess of three-quarters ton, school bus, semitrailer, trailer, trailer coach, or truck tractor, either attached or unattached, on any street, alley or parkway in a residence district as same is defined in Section 515 of the Vehicle Code of the state, unless such vehicle is actively engaged in the delivery or receipt of appliances, equipment, furniture, household goods, materials, merchandise, passengers or supplies at an adjacent commercial establishment, designated loading area, lot, office building, or residence, and then only for such period of time that the loading or unloading operation is actually in progress;

AJMJ, there are all sorts of crime associated with people camping. I've been working in community policing (with the police!) for over 10 years, so I'm obviously much more aware of the issues than you. All of what you've described, and more, are associated with these communities. You might also find that they've emptied their toilet in the street before moving on, and other friendly behavior.
Maybe if you became involved and worked WITH the police, you'd understand.

And as far as I can tell, they are generally the same as you or I. Yes, I admit, there are those who will dump illegally and no, I do not condone that. It is however very rude to ssimply assume that any RV automatically means a source of crime and also ignorant to boot.
