Speeder due to 35e south ramps closed I have call St. Paul police they said its on state patrols and state said its St. Paul watch I'm reporting this due to a lot of School Bus in the neighborhood and lots of kids there has been a lot of accident down the rice st from Rosevill to downtown and St. Paul is not stoping any one for speed
