David, Sidewalk repairs is the responsibility of homeowners if in front of their homes. This has been effect for years.

Who is responsible for dealing with deadbeat landlords who will never address an issue like this? Sidewalk hazards abound in Heritage district and Washington park. Unsightly and unsafe substandard do it yourself repairs too.
