Is this the intersection of Thornhill and Moraga? I have seen this signal skip directions in the past. But what do you mean by "sitting through your 3rd red light." DO you mean the light did not go green in your direction, or that there is so much traffic that it is not moving?
If the latter, and you are coming North on Moraga towards the 13 North Onramp, this is because of the work on 13, and the backup it is creating.
Need more clues here please.
