Description
At least once every week or few weeks, CSX rudely parks a dozen or so train cars that are stacked with green 'Waste Management' containers. This smells awful, fouling the air for anyone walking, biking, or enjoying the Schuykill river trail. Granted, this is not a truck idling, but if you have any qualms about whether this is offensive air pollution, go take a walk any day the train is parked their. I have tried calling CSX and Philly 311 and they can produce no answers on whether it is Mayor Nutter's policy to allow tens of thousands of pounds of trash to be parked in one of the center most points of the city. Yuck. Tell CSX to park it elsewhere. The company otherwise does a great job of partnering with the community by trying to not block the trail entry point.

The website: www.freetheriverpark.info has a form that you can fill out the PA DEP Complaint Line 484-250-5991
Here is the address of their specific page about the garbage trains:

Hope this is helpful in addition to other actions.

AH: Thank you! That's extremely helpful information. I will be submitting this form.
And I would encourage others of you in the community following this board, who have been distastefully graced with the fragrant stench during their morning walks and jogs along the trail, to take a moment to also fill out and submit this form to CSX and the PA DEP.
More than what is formal law, CSX must be asked by citizens whether or not parking trash in a densely populated area complies with their own publicly stated standards on environmental stewardship:

It doesn't take a $20M per year CEO to figure this out. Even a child would say this simply does not pass the sniff test!
Small issue, yes. But an easy fix for the company? Absolutely. Just ask and let's see if they follow through...

GMW - oh no! sorry that those links don't work!
Here is the contact information for the Southeastern PA offices of the PA Dept. of Environmental Protection:
DEP Southeast Regional Office
2 E. Main Street Norristown, PA 19401-4915.
Phone: 484 250-5900 (24 hours/day)
Regional Director: Joseph A. Feola
Counties served: Bucks, Chester, Delaware, Montgomery, and Philadelphia.
In case of an environmental emergency, please call 484 250-5900 (24 hours)
Additionally there is (lengthy title):
"Pennsylvania Department of Environmental Protection's Office of Environmental Advocate (OEA). OEA was established as a point of contact for Pennsylvania's residents. To reach the OEA, please call 1-888-723-3721"
I tried to find an email address, but thus far unsuccessful, if we can get an email address we could set up a watch area on SeeClickFix that would automatically erport to them whenever a "trash" or "garbage" train was reported on the Trail.
Update if you find anything.
Best-
AH
