I noticed that the question Sailor asked was not actually answered. According to the Municipal Codes you referenced, the property owner is supposed to be notified and given 2 weeks to make the repair, thereafter it is the responsibility of the city to make the repair and put a lien on the property until the debt is paid.
Why has this not been done?
