How long does a bike-locked-to-a-sign have to sit and marinate in order to be considered "blight" instead of "art and/or functional"? We have a similar situation, sadly with two wheels and only one bike, on Willow Street. Said bike/art installation has only been on exhibit for about five months or so with no movement. Last winter it was locked to the same sign throughout the plowing season and was barely visible through most of February.

The bicycle with the missing front wheel was removed on 12/3/14. We left the second bicycle for a period of time, as it was not missing any parts and wanted to at least give the owner a chance to remove it. This did not occur so the second bicycle was removed on 1/15/15.
