i noticed they came early today. if you put your garbage out after 7am they had come on our block before then

The trash was put out the night before! They seem to skip my trash when its full but doesn't have a black bag in it !!! I pick up all the litter that's around my property left by these people that feel it's ok to just drop things in the street! I'm getting tired of doing a job that's not mine and being punished for doing it ! Im facing a $300 fine for doing the city's job !!!!
