Writing on behalf of Thirgood Memorial CME Church. We are requesting permission to chain our garbage cart to the street sign on the corner of Center Street and 6th Ave North due to multiple carts being stolen in the area. Our carts were stolen but fortunately God blessed us to locate them and get them back. It would only be chained to the street pole over a 24-48 hour period each week. Please advise with other options if this request is not durable. Thank you.

Vehicle has not moved since renters have occupied the property . Nor has the leaves been raked or picked up in two years children walking are forced to walk further in the street due to years of neglect the pile up of leaves hides the curb .
